Guide to Applying for BCA Advertising License (ALS) in 2025
What is BCA ALS?
The Building and Construction Authority (BCA) Advertisement Licensing System (ALS) is Singapore’s official online platform for applying for outdoor signage licenses.
Any signboard, billboard, lightbox, or advertising display visible from public spaces — whether illuminated or not — must comply with BCA’s outdoor advertising guidelines.
The ALS portal ensures all outdoor signage installations are safe, compliant, and visually appropriate for Singapore’s urban environment.
Who Needs to Apply for an Advertising License
You must apply for a license if your signage:
Is displayed outdoors (including semi-open areas accessible to the public).
Promotes a business, product, or service.
However, some signs are exempted, such as:
Small signs or combined signs not exceeding 5 m² in total.
Signs displayed by religious bodies, government-aided schools, hospitals, clinics, welfare homes, or hawker centres.
Step-by-Step Application Process
Step 1: Log in to BCA ALS
Log in using your Singpass as an individual or company applicant.

Step 2: Submit for Consultation
Before fabrication, submit your signage proposal under the “Consultation” section.
You’ll need:
Landlord/MCST/HDB/Town Council consent letter
Declaration Form (for 5 m² exemption)
Site photos, plans, and 3D mock-ups showing the signage position
Installation drawings (front view, side section, materials, and dimensions)
Professional Engineer (PE) endorsement if the structure requires it

Step 3: Await BCA Response
BCA reviews your submission within 7 – 14 working days.
If URA (Urban Redevelopment Authority) review is required, allow an additional two weeks.
You’ll receive feedback by email — either for clarification, permit requirements, or approval.

Step 4: Apply for Permit to Use (PTU)
A PTU is mandatory if:
The signage area exceeds 10 m², or
The structure’s highest point is 4 m and above

Only a Professional Engineer can apply for the PTU through the CORENET e-Submission System.
Step 5: Make Payment
Once BCA approves your submission, proceed to Formal Application.
Make payment for the license fee — upon verification, a digital license will be emailed to you.

Step 6: Fabrication & Installation
Only after receiving BCA approval should you begin fabrication and installation.
